Am 18. März 2009 schuf die Europäische Kommission die Verordnung(EG) Nr.244/2009 auf Grundlage der „Richtlinie 2005/32/EG des Europäischen Parlaments und des Rates im Hinblick auf die Festlegung von Anforderungen an die umweltgerechte Gestaltung von Haushaltslampen mit ungebündeltem Licht Text von Bedeutung für den EWR,“ welche einen 6-Stufen-Plan zum Ersatz der Glühlampe durch Energiesparlampen enthält.
In der ersten Stufe seit dem 1. September 2009 ist die Herstellung und der Import von Leuchtmitteln schlechter als Effizienzklasse C untersagt. Ausgenommen sind zunächst klare Leuchtmittel mit maximal 950 lm Lichtstrom, was einer 75-W-Glühlampe entspricht, sowie bestimmte Bauformen wie etwa Reflektoren der Norm R63, R80 usw. Diese Grenze sinkt jeweils zum ersten September der Folgejahre auf 725 lm/60 W und 450 lm/40 W. Ab September 2012 entfällt die Ausnahmeregel ganz.
In Stufe 5 (2013) werden die Anforderungen an die Rest-Helligkeit von Kompaktleuchtstofflampen nach der Nenn-Lebensdauer verschärft (statt 50 müssen dann 70 % der Helligkeit verblieben sein). In der letzten Stufe 2016 entfällt auch die Effizienzklasse C.
